Overview

The General Services Administration (GSA) manages the basic functions of federal agencies. They needed to ensure that they are providing superior service to the federal sphere as well as receiving an excellent return on their investment for IT development. With independent verification and validation by GovernmentCIO, GSA is minimizing risks and delivering quality products to all of its federal customers. GSA received significant cost savings with its new systems reviewed against the highest standards possible before delivery. Other agencies reap the benefits of this as GSA continues to deliver validated products and services ready at deployment to provide up-to-date service to its customers rivaling any similar systems available.

Opportunity

With an eye toward top-level, low-risk deployment of new services, GSA required Independent Verification and Validation (IV&V) in the areas of Federal Acquisitions Services System Transformation (FASST) and Integrated Awards Environment (IAE). FASST development requires providing the acquisition customers with a more integrated, comprehensive suite of knowledge and data as well as a better toolset of systems to support enhanced execution. IAE is a presidential E-Government initiative managed by GSA with the goal of improving systems and operations for those who award, administer, or receive federal financial assistance (including grants and loans), contracts, and intergovernmental transactions.

GSA needed to continue upgrading and expanding its applications as needed with the goal of avoiding rework and delays caused by issues appearing late in the testing or post-deployment phase. Also, providing GSA’s customers with the functionality needed, fully validated and without slowing deployment, required an organization well-versed in IV&V who were also able to sync processes with GSA’s development teams using Agile to produce a constant release cycle.

 

Solution

GSA chose GovernmentCIO to provide IV&V services to both FASST and IAE based upon our history of high performance with federal customers as well as the high level of technical expertise we bring IV&V processes. The GovernmentCIO team has been able to provide solid testing through both manual and automated processes to improve overall code quality. GovernmentCIO also provided an analysis of GSA’s current operating platform with recommendations for modernization and improved performance. This will enable different areas of GSA to manage the development processes smoothly and efficiently.
Providing DevOps processes and support has helped solidify the deployment process and enhanced the automated deployment of code. Additionally, we bring our expertise in Agile methodologies to assist GSA in scaling up and expanding their existing processes to an enterprise level through Scaled Agile Framework (SAFe).

 

Results

In these ongoing projects, GovernmentCIO has provided GSA with improved code quality, recommendations on the modernization of platform and services, integration of DevOps processes, and assistance with the implementation of SAFe procedures.
Continuing forward, GovernmentCIO will expand IV&V reviews to ensure improved quality and higher service levels, providing GSA the opportunity to serve its federal customers better.
